Consolidated Plan

Every five years, the State of Maine redevelops a Consolidated Housing and Community Development Plan (Consolidated Plan), as mandated by the U.S. Department of Housing and Urban Development (HUD). These five-year plans review the housing landscape in Maine and set forth the state’s goals and strategies for administering several federally-funded programs to support communities throughout the state. One component of the Consolidated Plan summarizes obstacles to equal housing opportunities across Maine. This section, the Analysis of Impediments, created from data and research, fulfills a federal obligation to affirmatively further fair housing under the Fair Housing Act. 

Public input is instrumental to the planning process. MaineHousing and the Maine Department of Economic and Community Development have created a multi-phase process as follows:

• Listening Tour: June 1 - August 10, 2024
• Online surveys – available now, closing on July 15, 2024.
• Public Hearing on August 8, 2024 
• Listening session participants: Statewide Homeless Council, Continuum of Care, CDBG Public Forum, People with Lived Experience, Maine Association of Public Housing Directors, Maine Affordable Housing Coalition, and Maine Equal Justice.

• Drafting Stage: August 11 – October 12, 2024
• Data and public feedback incorporated into draft Consolidated Plan and draft Analysis of Impediments.

• Public Comment Stage: October 15 – November 15, 2024
• Open public comment on draft plans.
• Public Hearing, date TBD
